For bitrate, my napkin math comes out to about 1mbps. For video codec, h.265 (hevc) and av1 will be what you want to pick. For audio, aac is good and will pair well with h.265, but I'd recommend opus (especially for av1) and to set the bitrate to about 80~kbps.

2 pass asking because core2duo takes a really long time to encode i should have more detail in my post sorry

Depends on the input. Could mess around with variable bit-rates. I usually use crf 16, but that's overkill and I only use it for playback from 480p to 4K UHD. Could probably get away with crf 22 or higher. 18 is supposed to be virtually lossless.

op here i spent a lot of time
trying out settings with 264
crf 20 22 or a 2 pass with b:v 2000k
minrate 1500 maxrate 3000k bufsize
6000k seems to be good for 480p
core2duo just takes way two long
with h265 or av1 still might try em out and

Those newer codecs are going to take even longer, it may take days for av1; Bump up the speed of the encodes. At least medium, maybe fast.
