Where do I find an art person to do gamedev together with? I am a programmer and definitely not just an ideas guy. Due to a medical condition I just don't have the energy to learn 3D and I need someone else to do that part.

I already tried looking on /soc/ and discord servers but nobody there is willing to do this shit with me. Where do I find somebody?

Go to /v/ gamedev threads and ask around there. Explain properly what skills you have what kind of game you want to make (free/paid 2d/3d shooter/rpg etc.) what kind of help and skills you're looking for and if you're gonna pay that person. And don't expect professional help for free so manage your expectations.
If you don't find someone then slap together some prototype yourself with free models/assets and see if you can make it work. If you do then maybe you'll have higher chances to find someone who would be willing to make something with you but it's not guaranteed.

I already looked at this and tried putting up an ad in their discord. Nobody wanted to help me. I keep checking it every day pretty much but I don't have much faith in this working out considering that there really aren't many 3D artists there, and the fact that half of them want to be paid upfront, they only want to do certain parts of the content creation, etc.

Not to be rude but frogposting is a huge red flag to people who are more serious about actually wanting to gamedev, pepes are epitomous with shitposting and mental immaturity so anyone actually wanting to do this stuff who sees your post will think "ok this guy is just goofing off" and write you off from the getgo. Appearances are everything, I highly advise not to use pepes in your online presentation.

The Game Dev League, a D*scord group, has channels for collab recruitment, it's pretty active so you can try there.

What kind of game would you like to work on anyway? Strategy, FPS, RPG...? What are your favourite games?
How old are you (seems like a personal question and it kinda is but it's important in my experience to hang out with people around your same age bracket, for better colleague compatibility, birds of a feather and all that)? How much experience do you have? What coding languages do you know? What engine are you comfortable using?

3D retro platformers.

Made 1 small game before with someone else, 2 years of solo game modding experience, 2 failed gamedev projects (even though they failed, they taught me a lot).

What does these matter if I'm looking to collaborate with an artist? I know I'm capable of doing all the programming by myself and porting 3D assets to a game engine is a relatively simple task.
I use S&box which I feel like kinda turns people off because it's so new and not many people have heard of it. But the engine shouldn't matter that much IMO. That's like arguing which pen will make you a better writer (oversimplified, but I think it essentially comes down to it).

Maybe not, but you should try to control it, or it's always going to be sabotaging your dreams.

I think you could find game jams to enter. If the jam has a discord server, you could find collaborators there. If you work together with someone on a jam, and you find that you work well with that person, you could ask them to help with a larger project.

You could also just learn to draw. It isn't that hard.
