Hello wsr, I watched a movie some years ago and it wasn’t that good but I never finished it and I want to so badly.

There are two brothers, one is a disabled Vietnam war veteran who might’ve been an alcoholic and the other brother meets with him after not seeing him for a while. In the early point of the movie the non-veteran brother witnesses a man kill a woman, she might’ve been a prostitute. Later in the movie a parade happens and he realizes that the killer is the chief of police. The movie couldn’t have came out 2000 or after
