Is there any way to create closed off networks to keep in touch with friends and family who are close by? Like sending messages and maybe some light gaming?

Then youd have a closed network so it would only work with device within it, so messaging from outside in wont work
Look for home network, configure Matrix or similiar for messaging, dont know about gaming though, thats about everything i still remember in the topic

There is also a method to buy a domain/IP with Server for 10 bucks a month and redirect incoming traffic to your homeserver, this way you wont need your isp, iirc you set up a connection once and if your home IP changes it tells your proxy to redirect to the new ip so you dont need a Static IP in your homenetwork but you still pay money
i am missing the vocabulary to search for it though
