You don't, it's a command line program. So you open a terminal, browse to wherever you dropped the .exe and then write the name of the program followed by whatever commands you like

Easiest way is to put the exe in your videos folder.
Then go to command prompt (win+r then type cmd and press enter)
Then from command prompt you need to go to your videos folder (cd videos)
Then to download just type yt-dlp linktovideo
