You can run the installer, add the .exe to your steam library as a non steam game and run it with proton. You might need to change the "start in" directory in steam to the game folder and/or use protontricks to change its prefix to emulate a virtual desktop to get steam api files to work. Fitgirl has a Linux troubleshooting guide too.

Have you tried sudo?
Maybe the operation/user/group doesn't have mkdir permission on that directory

how exactly have you been running wine with this game? via lutris? a command oneliner with a WINEPREFIX? adding it as a non local game with steam?
