Minikui Ahiru no Ko on VHS, English dub is the only option. Plus it is stop motion. I think that it is on YouTube or Archive.org, but if not, good luck finding it.

If you cannot find it, then my next most obscure anime that I have seen is Pika Don, a short film about the atomic bomb dropped on Hiroshima.

Blast of Tempest is one that I've never heard someone bring up, so maybe that.

I've also seen XXXHolic: Kei, and an argument can be made for that since the few XXXHolic fans I've met didn't know that a 2nd season was ever made. It's weird since the first series got a dub, but only fan subs exist for anything beyond that.

Probably Ikari no Daichi / Land of Anger - which was a '87 public information animated documentary about how the United States Government was flooding/off-loading the Japanese consumer market with inexpensive food imports in order to: shrink the Japanese agricultural economy, make them more reliant on American imports, "Westernize" their diets, and maintain agricultural subsidies/welfare back home.
