The book is about a society of bees (or maybe it was butterflies, I dunno) that welcomes a fly. The fly is very clearly an allegory of jews. He was brought in as a guest in good faith, and he ends up making things uncomfortable for the bees. Whatever problem you would blame the jews on, the fly did something similar in this book.
I don't think it was satirical at all. I'm pretty sure someone actually published this as a legitimate children's book.
