Is there a way to download PDFs that do not have a download option? Will a big brain gentoomen spoonfeed me?

I CAN just read these as-is but it'd be more reassuring to have offline copies in my devices, or even a printed copy

There's no one click solution. The site only serves images page by page.
When you open dev tools in Chrome you can see the webp images under Sources / viewer in folders. You can right click on them and save them one by one.

Or install the Save All Resources extension
restart chrome
open the site, open dev tools, ctrl f5
click through all the images and make sure they loaded before clicking on the next button
then you can go to the Resource Saver tab in dev tools and save all the resources. The folders will be in there.
