There's only one reason you should ever format a disk: you believe the filesystem is irreparably damaged. If that's not the case, don't fucking format it.
Clean install of any Vista-era Windows will *MOVE*, not delete your existing Windows installs. It moves them into \Windows.OLD, and if you're not a complete retard you can move them out again and boot them.

If you've got ~5GB free on the USB, you could instead put the ISO *file* onto the USB, then use Easy2Boot to boot it. It'd be better to just go buy a fresh USB. They're what, $10?

Now go get a new USB stick, and use a working PC and the Windows 10 media creation tool to make it into a Windows 10 installer. Go borrow a USB keyboard.
Boot the windows 10 installer, and press shift-F10. This will open a command prompt, which you can use to explore how fucked/not-fucked the computer is.
Don't make any changes at this point, just explore what's there and see what's what.
One or more of your operating systems may be inside a \Windows.OLD . This folder contains the entire OS and program files, but you need to know what to move to where if you're planning on restoring it.
