Just checked AB and they only have raws for it, so yep it's officially Jap-only unless it aired in some spanish-speaking country in the 90s like a lot of these old obscure shows tended to be.

If you want a show with a bunch of animals, check out Shirokuma Cafe. It's not really similar to Bush Baby probably, but maybe you'd enjoy it. It also actually has a translation.

IQDB says Rosario+Vampire.

Next time, try Google's reverse Image search, IQDB, Saucenao, and https://whatanime.ga. They're very helpful resources that will almost always turn up a result for an anime screenshot or fanart. Manga is a bit more iffy, especially when it's cropped, though.
