/r/ing some GIMP related advice

I want to make a supreme meme that will be my mangum opus. However to accomplish making it I need some basic meme filter adding knowledge.

My first question is - How can I add this "shaking" effect to a picture using GIMP, if I can do it at all? If I can't, what's the most resemblant filter I can add to it?
