Android OS - Catch 22 loop on Tinder location

Problem:
- My Data works alright
- My GPS is okay
- If I connect to a public Wi-Fi, my mobile will try to download from that Wi-Fi, but the low bandwidth will prevent Tinder from working properly.

So it's a catch 22. I am happy to turn on my Wi-Fi just to improve location, but if I do so I will lose the advantage of data bandwidth (because my mobile hooks up with the town open WiFi). Conversely, if I keep Wi-Fi off, I'll be prompted endless questions: "improve your location accuracy by turning on Wi-Fi?"

By "endless questions" I mean: pop up was prompted more than 72 times until it pissed me off.

Any idea on how to circumvent the problem?

P.S.: It an issue even for those who pay for the service.
