Can you recommend me a program to cut videos?

I want to cut a opening from an old anime (so the ones on youtube are pretty shitty), I used to use vegas pro, but either it doesn't recognize weird/old extensions or the size for a 1 minute video is higher than the whole video.

The issue with cutting video is that you can only cut losslessly on certain frames and if you don't want to cut on those frames you need to reencode certain parts of the video (which most freeware programs wont do) or the whole video.

I use this https://rutracker.org/forum/viewtopic.php?t=4931742 when cutting my own tv recordings (since it keeps Teletext & only reencodes the effected frames) but I don't know if its the best option for you.
If you're confident enough with the commandline you could also use FFmpeg.
