I am searching for a folk tale, one which seems to be of Chinese origin. It went off like this:

There was a new, young emperor, that wanted to become a good governor. So he tasked a group of sages to write down all the knowledge of his country, in order to read it and become a good governor. The sages did that, and in ten years they wrote down a massive collection of books. But it happened that the young emperor was now fighting against some enemies, so now he didnt had time for reading such books. The sages spent some years summing up the collection, and now it amounted to just some books. But again, the emperor was occupied. So the sages, again, summed up the knowledge, and, finally, the wrote down just one book. But now, the emperor was old, and dying. And, as he was dying, one of the sages whispered something to him.

Do anyone of you know the origin of this tale, and its name?
