So I just watched dragonhalf OVA and I really liked it, recommend me some similiar lighthearted comedy anime with a bit of ecchi from the '90s.

Dominion (Original 4-episode OVA)
Spirit of Wonder (All of it, if you want)
Eiken
Gunsmith Cats
Tetsuwan Birdy
Dangaiou (Original 3-episode OVA)
Video Girl Ai
Gunbuster, Diebuster (Diebuster more so, but they lose their lightheartedness near the end)

Patlabor (7-episode OVA) (This isn't ecchi, but I've gotta recommend it just because it's a damn good lighthearted comedy)

Note: Some of these are pretty mediocre (or laughably bad in Eiken's case, but still fun to watch). Also, some of these get a lot less lighthearted later on, so I'm sorry if you just wanted absolutely no drama.

I haven't watched Dragon Half, so I don't know exactly what you're looking for, but hopefully you find something from one of these.

I should really start reading the manga, the OVA apparently covers only the first two volumes, and there were plans to make another 2 episodes but there was no interest. Such a shame.
