Anime that have the best animation.

I'l looking for the best pieces of animation. I don't mind if it's OVA"s, movies or TV series, just as long as it has 10/10 animation. Bonus points if the series is good story wise as well.

kill la kill cant manage its animation budget because there is 9/10 animation and setting in some places but there is 2/10 or 3/10 animation in nearly all filler episodes.
TL;DR its good when its good, so watch it if you want.

This is complicated to answer. Kill La Kill uses animation in interesting ways and it is not budgetary (that's a total meme). There are some really excellent explanations of this on YouTube (I won't shill any channels).

However, stylistic choice or not I would certainly not describe it as visual porn either. It may use animation in interesting ways to subvert the expectations of the audience, but OP is clearly looking for stellar pieces of moving artwork. Let's not split hairs on definitions and arguments when we know what OP wants delivered, right?

It has nothing to do with style. Even good artists can put out bad work. Imaishi's work on things like Re: Cutey Honey and Gurren Lagann were brilliant, his work on Kill la Kill was nothing special. Like everything about Kill la Kill.
