Got any suggestions on what she should do to get her account back and also stop the perv?

Pants on head retarded. YOu use those for sites you will only use one time or which ones you don't trust, but using them to register on social media, where likely your FULL damn NAME will be shown anyway and which might need someday to contact support is absolutely retarded.

The admins will have pretty much no way to tell if this is the real user, except maybe by sending them a copy of her passport?
I did that once to get a new password for an accout for which my old email was closed already.
