Sound file conversion

I'm trying to convert Dreamcast audio files .p04 to wav.
I found a link to a converter, however I have no clue how to use .snl files.

Is there someone here that can explain how to use this to convert a sound file? I'm really clueless when it comes to this kind of stuff.
