Which device are you using, OP? Assuming tablet.

You could try a different driver version. DeviantArt says cdn.wacom.com/u/productsupport/drivers/win/professional/WacomTablet_6.3.15-3.exe works better than the newer version.

I've had this issue and solved it by uninstalling all wacom drivers and related software and then downloading a new copy of the drivers and installing them fresh

and by the way since I've switched to linux i've never had any issues with my intuos, you plug it in and it just werkz (unless you have dual monitors or something then you have to do some tinkering)

first run windows updates and get your shit up to date, then once its up to date uninstall and reinstall VC++2015 redist

and if that doesnt work theres this you could try

if you are dead set on using windows you can go on kinguin and buy a windows key for 15-25 bucks just make sure u use the media creation tool to get your iso from microsoft if windows 10 or 8, or for windows 7 use the unofficial digitalriver mirror (just google for it its there)

You've still not deleted that DLL, so it's still going to be using it instead of the system version.

You're getting the problems you are because most of your runtime libraries are coming out of \windows\system32 like they're supposed to, and all of the ones in system32 are in sync and work together, yet one DLL out of the whole collection of runtimes is an older one not in sync being loaded out of Program Files.

Keep deleting these entry-point-not-found DLLs in program files until you get a different error message or one involving a path system libraries are supposed to be in, then fix that.

I don't know how to fix the problem, but I can guide you to install Windows 10.

Since you are on Windows 8/8.1, you can use KMS and then switch to Digital License through the accessibility upgrade.
1) Ensure you are running 8.1. If you are on 8.0, update it, ignore all non-genuine messages.
2) Run "slmgr -ipk (Windows 8.1 Pro KMS key,google it, it is on microsoft website)" on a cmd windows with administrative prviledges
3) Use any KMS application. Does not require it to contain a service which renews the 180-day limit.
4) Upgrade to Windows 10 Pro through the Accessibility upgrade.
4.5)You can choose to clean install Windows 10 Pro after verifying it is activated with a digital license in PC Settings
5) Your problem might be solved
