use WebM For Retards
it's not great and some of its default settings are pretty dumb, but it's simple and easy to use

Unfortunately it doesn't let you set a max filesize while also using variable bitrate (which is 99% of the time what you want to use)
at least not without editing the "custom arguments" text box
