(1) It's pixel art stored as a JPEG (which increases the size 10x or so from a regular PNG, 23x from an optimized one.)
(2) It's not even a correct upscale from 8x8, which suggests the original creator did not bother to check if the pixels lined up. The nearest upscale would be 296x296.
