Turntable.fm. It was a place where you could create lobbies with chat rooms and little avatars for the people connected and people took turns being the "DJ" if they put their avatar on the stage. I know for a fact that a couple mimics have sprung up but I haven't checked them out in a while. That site was so fucking awesome.
I know that live group playlists are a thing that people have been asking for on Spotify for a long time. Keep an eye out for those threads on the feature request site.
Also, have you checked into whatever software Twitch streamers use for song requests? It's probably not a very graceful solution to your problem, but it sounds like it could work. What are you trying to use this for?
