In normal usage, it means taking cheap, empty actions to score points.
For example, a company saying "we believe in sustainability and the environment" while continuing to drill and frack endlessly
Or Mike Pence going to a football game knowing some players would kneel during the national anthem, then walking out when they did. Signaling "I am fiercely patriotic and I love the military" while actually doing nothing for the military
