help with fresh pc build

I just set up a intel 8700k with 16 gigs of ram in a z370xp sli with a gtx 1070 water cooled by thremaltake 360 mm rad. my pc wont boot up though the fans will spin but thats it. any ideas of the issue?

Very possible you forgot to connect all your power sources. I assume your video card needs power besides what's provided from the slot. If that's unplugged, it won't start.

i took it out of the case for trouble shooting removed graphics card and sound card as well

Antistatic bags are conductive. Don't test your PC on one. Either put it in a case, or take the motherboard tray out a case and build it on that.

Put your motherboard on cardboard or something.
Try one stick of ram in different slots. Start with dim 0 if you know which that is. Double check the power cables are seated properly at the power supply and at the motherboard
