How do I set up MPC-HC + MadVR so that it does not stutter during panning scenes? The stuttering of the picture only occurs during panning scenes and perfectly smooth for everything else.

I use a 1080p 60hz monitor. GTX 1080p graphics card and i7-7700k cpu, so it's most certainly not my hardware.

I've turned smooth motion to always be on, but panning scenes still have a slightly noticeable stutter. I tried turning off/on vsync through nvidia control panel. I've tried other media players, but they ended up having much worse stuttering.
