For example, a 1070 I have here has a stock clock of 1506 and a boost of 1683MHz, but will actually boost up to 1911MHz because it is kept very cool, see pic related.
Your two cards are almost identical, and either will be a great choice. You can pick based off warranty/price.
Which one will run cooler or with a higher clock speed will be determined by luck; every chip is different, you could buy the same GPU ten times and you'd get slightly different values every time.
About 1% of cards die in a few years, and the rest will last far longer than anyone wants to use them (10-20 years). The clock speed itself is a very insignificant factor in this.
