Anyone have suggestions for free software to create a turn-based, or real-time, strategy game? I list both because I assume a higher end PC may be needed for RTS.

Not looking for anything professional grade, or to go commercial, just wanted to mess around with it a bit. I am not turning up much on search and don't know where to begin with the process.
