It's clearly not kuvshinov ilya.
Look at the lips, they're 3d. Also, the hair and the shadows below the chin.
Ilya mainly draws flat 2d or a bit deeper than that and is heavy on pastel colour schemes.
This isn't one of the top artists of DeviantArt. Could be an obscure dA user. Who knows?
