Yes, a young person is indeed able to take something from it; but this applies to literally everything, and it doesn't necessitate that it's a good idea.
There are cases where it is best for something not to be done (or read or watched) not because they can't, or because of some arbitrary rule, but because they either would gain more from experiencing it the first time as an adult, or because it would only impose more confusion.
I could "read" Meno, or Tim Crane's EOM when I was just a teenager, however it didn't mean it was a good idea, as I did not have the necessary knowledge, experience, or faculties to understand the topic fully; my understanding (at the time) of philosophy was even muddier than prior to reading them if I recall correctly.
Now, that argument doesn't hold bearing in relation to an anime, since that is a recreational activity, and a child is indeed able to get something from watching however it's solely to present a point.
The other issue is that a first time viewer as an adult will have no idea if it's 'lost it's edge' as they won't have a point of comparison.
Do you have any idea how the rating system in your state is enforced, what the guidelines are, and what the effects of them are? Have you actually researched them, and went through your opinions and logic piece by piece? How did you come to the conclusion that the rating system was flawed?
Yes, I am able to talk about bubbles. I have deemed that the rating system as supplied by the state is usually quite sound, and the guidelines are one which I agree with. I did not blindly choose to 'tow' the guidelines, and nor do I think there is anything eminently wrong with them.
