Although I'm mostly recommending stuff that are only slightly spooky, as I haven't really watched most of the actual spooky stuff, like Shiki, Higurashi, Corpse Party, Another, and others. But I'd rather not recommend stuff I haven't watched in case it's bad.
Might get some decent recommendations if you just Google "Halloween anime", really.
