In order, the girls are from Saki, Girls und Panzer, Strike Witches, Vividred Operation, C3-bu, Umineko, Tamayura, Mondaiji-tachi ga Isekai, Nanoha (as you know), Symphogear, Golden Time, Wixoss, Wixoss, No Game No Life, D-Frag!
Too much work to find their actual names.

Just similar characters. Somehow, I've only watched No Game No Life out of all of them (And the first season of Tamayura), but most of them actually don't kill anyone. Most of the blood/crazy eyes are edited on there. They're just slightly crazy, is all.

For some of them it's due to shared voice (the entire Sugita line for instance is named after the voice actor, and the Kuroko line while named after a character are all characters voiced by Arai Satomi), others it's just a similar character design or else in-jokes and memes for series commonly talked about on /a/.

Character designs get imitated if not outright ripped off all the time in the anime industry so for newer series where you haven't gotten invested or learned the character names it's common to refer to them by a nickname based on a character they obviously resemble or else by their voice actor's name if it's a very famous seiyuu and the character is basically just them acting as themself (which is the case with Sugita very commonly).
