would be raspberry pi 2 be enough to play 1080p mkv?
I wanna watch anime on my tv in the living room but I don't want to haul my pc back and forth
otherwise what would be the most ultra budget way I can accomplish this?

I watch all my TV on a Raspberry Pi 2 running OpenELEC, including 1080p MKV animu. Works perfectly. Even the Raspberry Pi 1 could do this.

Except the RPi2 comes with a quad-core CPU (which would perfectly support hi10p) and a GPU that supports GL2.0, which would be more than enough to support libass through vo=gl.

I've run hi10p 1080p in a dual core Pentium M with no problems. As long as your system is light, which an XMBC configuration on the RPi2 is, there's no reason for a quad-core with mplayer2/mpv not to fully support hi10p and styled ASS. Unless, of course, the group goes full retarded of the ASS effects like they sometimes do, getting even my desktop i5 stuck. In which case you just turn the subs off for a second or two, while the line causing the issues passes.
