Plus, consider that Yuasa wasn't as widely known as he is these days, then his stuff probably did fit the "obscure" title. Even so, it's still artsy, which is what OP wants.
Steam Boy is the real questionable anime in that chart. Sure, it has fantastic animation, but it's not really artsy. And from what I've heard, it was heavily marketed as THE MOVIE DIRECTED BY THE CREATOR OF AKIRA, so not really obscure, I'd think. Not hating on it, though, I think it's a great anime.
