These are the other movies Koike (guy who made Redline) did after Redline.Both movies are apart of the Lupin III franchise which has a lot of content (far better than Koike's take but his movies are still great).
Koike also did Trigun Badlands Rumble which is obviously connected to the Trigun TV series. The movie is very stylistic much like Redline.

The movie you're thinking of is called Travesta or some shit which Koike did before Redline and may be in the same universe.
