Note that some bots require you to be in the channels they are actually in, but none of the HorribleSubs bots require that, mostly just some of the fansub groups.

When you click a file from the list, a pop up will come up with the command you need to use to download such file. Just copy and paste it into the respective irc channel and the download should start once you hit enter.

Check if the bot is online by looking at the memberlist.
Are you in #nibl or #E-D? If you're using mirc check the status/server tab, there should be something there if you screwed up somehow. Also, check your ignored list, it's in settings. Make sure .mkv etc are allowed.

settings > preferences > network > file transfers, auto accept file offers = save without interaction
