Monster was made during an era where Japan was just figuring out digital animation. So, long story short, it's only available in 480p.
Your best option is a DVD release, like CBM, Figmentos, or G_P.

I don't see any kind of blu ray release which means you're out of luck regarding an HD version. There also seem to be legal issues regarding any kind of Monster release but I didn't look too much into that.
