It's a 5 frame gif, originally I wanted to make it into a transparent video file, but apparently that's not possible. If someone could make it into a greenscreen video, it would be very much appreciated!

Did you use command-line ffmpeg for the webm? If so, how do you go about selecting a bit-rate? I'm a fucking cheapskate so I want to learn how to choose the bit-rate for best quality & lowest file-size

I used -b:v 0 -crf 4 which sets no bitrate limit and tries to preserve a lot of detail with no regard for file size.

These pages have decent information. In general I believe you'll want to use crf instead of just setting a bitrate unless you're trying to hit a specific file size.
