I need help finding something that's been bugging me for a long, long time. I remember being a kid and watching TV one night, wanna say around 2000 or 2001 but it couldn't have been later than 2003 at the absolute most. It was some weird channel showing subbed anime, I distinctly remember an episode of DBZ from the Buu Saga was on when I surfed to it.

Anyway afterwards there was another show. My memory is extremely fuzzy since I was a small child, this was the middle of the night, and it was damn near 20 years ago at this point. All I can really remember is

>cute anime girls in mechs
>took place in either a modern (or maybe slightly futuristic?) city, probably Japan
>girls wore red, blue and green color-coded outfits
>one of them had blonde hair, either blue or green
>episode was about a doppelganger of the blue or green one and they fought them in said mech
>I think someone fell in a river at some point
>probably from the mid 90's but couldn't be any newer than the late 90's
>no idea if it was a regular show or OVA
>again, aired in the US in the early 2000s (probably subbed)

I know I'm not giving much to go off but if I had more I probably wouldn't have spent who knows how many hours last week trying to find it on my own first.
