but you can probably get cheap bread and stuff at a bakery right before it shuts down for the day (they aint gonna sell stale stuff the next day, so make a deal on the stuff that hasnt sold)

The bakers' might shut at a different time to the supermarket. The one near me shuts at 25:00, but the bread is all gone by 22:00. They don't even mark it down, they just take it away and collect it all up. I think it gets given to homeless shelters.

Find yourself an outlet greengrocer. In any large town, there'll be multiple F&V wholesalers, who sell to all the restaurants, cafes, schools, etc. You'll see the vans driving around. Most of these will have a physical store where they sell anything they've bought that doesn't get sold. So look for the names on the vans, google them, and find their shop.

Find a supermarket in a low-rent area where less of the population knows how to cook. They stock meat because corporate tells them to, but they don't sell it because no-one buys it.
