x[n+1] = x[n] + (ceil(60/(0.0025 * x[n]))*0.0025*x[n] - 60) + 360
And then simplify it a bit?

Yes, ceil is the ceiling function. e.g
ceil(3.9) = 4
ceil(4) = 4

I'm still not sure if I understand your question. This is just my guess, so check those values, to see if they agree with your expectation.
