Your local industrial / welding gas supply store. They should sell all sorts of different gasses, don't know for sure if they'd have helium, but they definitely would have argon. Argon is an inert noble gas (similar to helium) except that it's slightly heavier than air. Argon is used as a shield gas during welding and must be high purity and cannot contain oxygen for that purpose. You'll need an empty cylinder to exchange though. Good luck and happy welding.

Oh I forgot to ask, what are they planning on using it for? If it's to fill party balloons, it's ok if there's a little bit of oxygen in there. If you really need the gas to be super light, there's always hydrogen, but its super flammable and explosive.
