I'm looking for a mature (not sex type of mature) anime that a 25 year old person who doesn;t want anime might like. Should have a good english dub and be highly rated.

If you hate all of those anime isn't for you. Some of them may have a dub but the originals are typically much better so watch that.

The dub is honestly the best in the market, but its episodic, so you might like some, and dislike some.
But you should get the overall feeling from the first few episodes.
also anything made by satoshi kon, dont know if his movies are dubbed at all
Paprika, Perfect Blue, Millenium Actress, and Tokyo Godfathers.

Space Dandy is great to watch well stoned but might not be what OP wanted. Dub's pretty good. Satoshi Kon is a goddamned genius. I consider Tokyo Godfathers his most accessible work and Paprika his magnum opus. He's also behind a TV series called Paranoia Agent.

i have a few that might not be up your alley, but might be worth a shot. you can try one or two of them and if you don't like them you probably won't like most of the stuff i recommend. i don't want to waste your time having you find the shows then watch them, so i'll give you a little description that has minor spoilers. you can read that and determine if it's for you.

psycho-pass: it has some action in it and is considered pretty "safe". i don't like it as much as the other suggestions i have but it's closer to the other things you've watched than a lot of stuff on my list. it takes place in a society where an AI system sorts and manages society. the main cast is a group of police officers equipped with guns with AI that determine the threat level of someone. the AI decides to fire an incapacitating shot or a lethal one. some of the characters start to question whether or not the AI is as infallible as everyone claims it is and starts to investigate

3- gatsu no lion: a show about a teenage boy who developed social anxiety due to being isolated as a child because of his incredible talent at shogi. he slowly starts to grow as a person as he realizes that the people around him are struggling and have issues to and the help of a loving family of three sisters that give him support he's been missing. some might say it's over dramatic or cute, or angst-y, but i think it hit the emotional notes very well and has a well thought out, diverse, and well written cast. genuinely felt myself cheering for the characters. in one of the arcs i felt like i was ready to go to war for one of the characters. they really draw you in.

ping pong the animation: it's about ping pong. but actually it's about two friends who are trying to save each other from their self destructive lifestyles to become the people they're meant to be. the side characters get a lot of screen time in this and for good reason. they change and grow just as much as the main two. this is honestly one of my favourites. the art style is, uh, "unique". the story and the characters make the piece. it's a very straight-froward show that doesn't waste time. it gets the characters to their conclusions without being convoluted and without taking people out of character. just a well done show.

welcome to the nhk: it's been a while since i've seen this one but i remember enjoying it. it's about a guy with social anxiety that becomes a shut in. it's a bit of a comedy but it deals with a very real problem and i remember it handling itself well when it had to be serious. like i said, it's been a while so i don't remember it in detail.

shirobako: the premise is five high school girls decide to join the anime industry. we flash forward and get a realistic and adult look at the workplace. not much to say about it other than that. it's kinda a slice of life but with adults that do real life adult things.

shinsekai yori: i like this one but it has some issues. i don't want to give too much away, as it has a long build up before it shows its hand. some people don't like the pacing but i think it strings you along, just showing you little glimpses of the big picture before the curtain is pulled away and the show kicks it into overdrive. some of the characters might be considered a little weak, and some minor choices they make don't fit well, but other than that the payoff is very strong in my opinion.

tsuki ga kirei: this one is a romance and takes place in middle school but i assure you it's way better than it sounds. this show is down to earth. there are no over the top, dramatic, or trope-y rom-com elements. it's about two kids who are kids that have feelings for each other but are just finding out who they are. it's about two people with goals who want to support each other, but are still learning how. it's really good.

space brothers: this show is very "safe" or "normie" like psycho-pass. it's about two brothers who dreamed of becoming astronauts and travelling space together. the older brother grows up and the realities of the world hit him. he gives up and (i believe) becomes an engineer for a car company. the younger brother ends up joining the space program. he eventually starts training for a mission to actually go to space and decides he wants to try to reconnect with his older brother and show him that their dream can still come true.

usagi drop: a man with no child care experience takes in the young daughter born of a recent affair his grandfather had before passing. the family wants to put her up for adoption but not wanting her to feel abandoned by the family and have to go through that potentially traumatic experience, he decides to step in. the show is mainly him figuring out how hard to take care of a child while gaining her trust and trying to make them a real family. it's wholesome, cute, and well done.

the tatami galaxy: a story of what ifs. a guy lives through university and feels like he wasted his years away and wishes he could do it all again. the show takes us on a journey through the various lives he could have lived had he made different choices. it's a wild and wacky comedy that hits some good character notes. we see a lot of the same characters. they're always themselves in every timeline, but due to the different scenarios the main character's choices we see a pretty complete picture of them. well worth the watch for the characters and the fun adventures.

cross game: this anime is about baseball and it's about how people move on from loss. not just losing a game of baseball, but about losing someone and how that can effect people. it's the longest show i've recommended at 50 episodes, but it tells a good story with strong characters.

i wanted to suggest some things that weren't already suggested in the thread. i'm actually 25 myself. i don't consider myself well adjusted, but i'm getting by and i'm certainly not a wreck. i tried to pick things that were well reviewd like op asked. they're not gritty and dark, but like i said, i tried to pick shows i liked that took their subject matter seriously and delt with it in a mature way.

before commenting on my shit taste just know that i know i have bad taste and that these are actually some of the best (that i thought weren't too out there or niche or pander-y or had already been mentioned in the thread)on my watched list. let that sink in.

Black Lagoon is good too, but I don't know about the dub, never cared for it. I heard it's good.
