Honestly, if you pick any "literally who" anime from the early/mid-2000s you're likely to have that experience, too. A lot of stuff was kind of experimental in it's presentation, sometimes in an attempt to capture a vibe or something, in ways that meant it was either going to be a masterpiece or painful to finish.
Wish I could get more specific, but I've been a mangafag for years.
