First make sure the laptop actually runs with the battery taken out; if not, broken charger or broken PSU.
Assuming that's all fine, switch the laptop off, unplug the charger and battery, plug everything back in and leave it switched off overnight. If when you wake it up the battery still isn't charged, this means the SMC can't charge it, so the problem is definitely not in your operating system.
If it's not the OS, it's probably just the battery is worn out, but it could conceivably be something in the laptop's PSU circuitry. If you have access to another laptop from the same range (which I suspect you don't) you can test to see if it's the laptop or the battery.
