You should host the VPN service yourself on a RaspberryPi or any PC that will always be on your network. You can use OpenVPN for that. If you don't want to be responsible for hardware, then you can rent a VPS and host a VPN there.
If you don't want a VPN and are just asking about those for "web privacy" reasons then your only option is Tor. VPNs don't protect your privacy at all as it's *not their purpose*. You are tracked via JavaScript, cookies, and most importantly your unique browser fingerprint which leaks information about your OS and hardware.
If you want to use bittorrent but torrenting is punishable in your country, then use Tribler. It works over Tor.
