What do you do in the event that I found actual CP online? I'm actually a bit paranoid right now because I stumbled to some underground CP forum/site. This happened by going to some niche porn site like motherless and clicking on their friends site. Then clicking on their videos which redirects to another website, doing this over and over eventually leads to some questionable sites

Pray? Report it? Not much you can do beyond that, really.

If you've been to their site, your IP has been logged on their webserver. If they get busted or if they've already been busted and the site is run as a honeypot, your IP will turn up in the investigation and your ISP will hand over your identity to the police. Now in theory they could tell from your usage pattern (ie visiting once and closing the window after 10 seconds - right? RIGHT?) that you're not a regular. But in practice police is often comically incompetent (all the way from Operation Ore to today).
If you get dragged into the investigation you will get a very firm knock on the door one pre-dawn morning and they will take all your devices away to search them. This is done in an automated fashion where software compares image fingerprints and optical patterns to known child abuse material. They usually dump your memory devices on a hardware level, meaning deleted material that has not yet been overwritten will also turn up during the searches. At the very least the thumbnails from your onetime visit (RIGHT???) will turn up, which will alread give you some explaining to do.

99.9% nothing will happen. 0.1% you're already shafted and looking at a few months of stressful legal defense.

unnecessary bureaucratic procedures. imagine if the felon were resourceful. it's as if higher authorities are freely offering them a full vacation for them to move out of state and adopt a new identity

it would be putting tax money to good use, if they were to cut out the middleman, and have ISP directly deliver questionable browsing data to national authoritative organizations instead

Just report it to the National Center for Missing and Exploited Children on their website and keep a print-out (4chan does the same, picture related). If they come for you it'll be exculpatory evidence backing up the accidental nature. Don't talk to the Feds. When in doubt get a lawyer.
