1080ti works slower after mobo upgrade

I've recently changed my motherboard from AsRock AB350m-HDV to AsRock B450m Pro4 and it works fine except I get noticeably lower framerates in my vidya with otherwise the same hardware\settings.

My system is
Ryzen 5 1600
G.Skill Trident Z 2x8Gb qvl compatible RAM
Palit SuperJetstream GTX 1080ti
2560x1440 165Hz monitor
AData XPG SX8200 m.2 as a boot drive
Some kingston SATA SSD 1tb as a vidyagames drive

On old motherboard I got stable 200 fps in Doom and 165 fps in Overwatch at all times. Now both are running at about 100-130 with dips down to 80s, which makes it very frustrating. I've deleted and clean-installed chipset and nvidia drivers but nothing changed.
Any ideas?

re-install windows completely. upgrade bios to latest version. make sure ram is properly configured and placed in proper slots.

Yeah reinstalling windows seems like a good idea, but I was hoping there'd be something else that I missed.

No, that's retarded. How's the new windows going to be different than the old windows? If necessary do a temporary install on a VHD or a burner drive just to see, but almost all of the time what you'll see is no difference.

Nope, swapped the sticks to correct slots, dialed down the frequency to 2633 as summit ridge cpus only support up to that on this mobo. Still 90-130fps in overwatch

I'm not saying you can't install a heatsink, but with a problem like this you should be gathering data.

Similarly, make sure your BIOS has dual channel turned on, and doesn't have a TDP limit set.

I clearly remember GPU going to 80C before, so that's probably the issue, it's not working at full speed?

UPD, disabled all power saving and management options in windows settings and control panel. It's gotten better, now it's around 150-160, but still not the levels it was before.
GPU heated to 65C

It shouldn't be possible that both the CPU and GPU are idle if you're not at a framerate cap.

What does GPU-Z say your perfcap graph looks like when you're playing a game?

VRel is normal, assuming the card is the bottleneck. There's always going to be some PERFCAP reason, because PERFCAP is defined as "the reason the driver isn't increasing the card's clockspeed".

If the PERFCAP graph is pure VREL, but at the same time both the CPU and GPU utilisation is <100% and the framerate is under the limit, I don't know what to tell you.

Funny it only says VRel when I play witcher or doom, but in Overwatch it says Idle. That's weird
Just tested it now and it was scurrying about 130fps

Overwatch peak use of gpu is 36%, perfcap says Idle and there ain't shit I can do about it. The only things I haven't tried are reinstalling windows and updating bios, but idk how that may help. Bios update actually may help, but the board is fairly new, so Im not sure if this is worth it.

Idle means either framerate limiter or the CPU isn't supplying enough work.

Are you certain you're not CPU-limited? Are you certain you've installed your cooler correctly?

I'm fairly certain, yes. I've installed a fair share of cpu coolers in my life and I've reinstalled this one a few times already and this only happens with this motherboard I've bought.
It may be CPU bottleneck as the general gist of all the bottleneck discussions is you don't really want to pair r5 1600 with a 1080ti. But it was working better on older b350 motherboard so I'm not exactly sure why this happens now. Also yeah CPU temp doesn't ever go over 51C and that clearly implies the cooler is installed correctly. Even the slight bump or a bit of dust could bsod the system from overheating in about 10 minutes, that's from my previous experience.

I've tried various CPU clock settings and it doesn't seem to change much, not even overclocked to 3800hz.

3 things I suggest:

a) Ignore what it says about what speed the frequency, either set the RAM to default speed or check if there's a XMP profile in BIOS.

b) If you were using Ryzen Master or any software to adjust OC values, either reset or uninstall the software, the values could be set in registry and affecting the performance. Check also power energy fan.

c) Load optimized settings in Bios, check if values are either default or auto, PBO, PCI Express slot, everything: check every setting in Bios if it is according to specs.

If everything fails, try to use another HDD or SDD to make a different Windows install to check performance, otherwise consider taking back the MoBo.
