I need help finding an online program/tool that allowed you to highlight portions of an image and then apply movement to them, mostly up and down or side to side. It was similar to a CCS bounce effect. You could adjust the speed and intensity of the motion. I used it before but didn't bookmark the page like I should have and now I can't remember what it was called and am having trouble finding it again, please help if you know what I'm talking about. pic unrelated.
