I'm looking for the best setup for max $1450, brands doesn't matter. Will primarily play GTA V and I already have monitors+keyboard+mouse.

Purely taken straight out of my asshole. I started with the modest gaming machine and tweaked it a bit. And there's $400 left.

You can easily spice it up, swap out the CPU for a 3700X, maybe add more RAM or storage. Whatever you feel like.
The mainboard is listed as potentially incompatible if you run into really old stock that doesn't have its BIOS up to date. But it's unlikely, they should be long sold out by now.

You can save money on coolers unless you know you're going to overclock. The supplied one is good enough for everyday use.
Also never pay for a Win10 license, just find a Win7/8 key and use that.

i don't know what store is that to check prices but i would drop the cooler and the 500gb nvme ssd and get a 1tb ssd and no cooler instead if that keeps it in the same budget, also that mobo needs a bios update to work with that cpu
